The bill mandates that the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) conduct a study on regulatory approaches to artificial intelligence. TACIR must submit a report, including recommended legislative approaches, to the speakers of each house and the legislative librarian by January 1, 2025.

This bill, titled the "Tennessee Waste Reduction and Recycling Act," mandates that sellers, distributors, and importers of specific packaging materials must undertake actions to minimize the amount of packaging material that turns into litter.

As introduced, increases, from 10 days to 10 business days, the time period from receipt of a complaint of a discriminatory practice having been committed in which the human rights commission must serve on the complainant a notice acknowledging the filing of the complaint and informing the complainant of the respondent's time limits and choice of forums, and the time period within which the commission must furnish the respondent with a copy of the complaint and a notice advising the respondent of the respondent's procedural rights and obligations.

As introduced, changes from March 31 to February 1, the date by which each region must submit its annual report to the commissioner of environment and conservation for the immediately preceding calendar year that includes data on collection, recycling, transportation, disposal, public costs, and other information deemed relevant to solid waste planning and management.

As introduced, creates a Class B misdemeanor that is committed when a person knowingly hunts, kills, traps, ensnares, destroys, or attempts to destroy, or has in the person's possession a sandhill crane.

As introduced, requires the department to collect and publish on its website in map format data concerning landslides and floods.

As introduced, enacts the "Free All Cannabis for Tennesseans Act"; establishes a regulatory structure for the cultivation, processing, and retail sale of marijuana and marijuana products in this state to be administered by the department of agriculture.

As written, this Bill will provide certain protections for gender affirming care for minors

As introduced, establishes the office of rail and public transportation within the department; requires, among other duties and responsibilities, the office to determine present and future needs for, and economic feasibility of providing, public transportation and the retention, improvement, and addition of passenger and freight rail transportation in this state.

As introduced, this Bill expands access to driver's licenses regardless of immigration status.

As introduced, requires an LEA to provide a pre-kindergarten program that is open to any child who is four years of age on or before August 15 and who resides within the geographic area served by the LEA; removes the requirement for a community pre-k advisory council; requires this state to fund 100 percent of the costs required for an LEA to provide a pre-kindergarten program.

As introduced, authorizes economic incentive programs for persons with disabilities to submit electronically their list of existing employment incentive programs promoting the hiring of disabled individuals to the commissioner of revenue for approval, on or before July 1 each year.
